How to build linux server?

I am going to buy a server and here is my questions:

1) which Linux is best for servers (red hat,fedora,ubuntu etc...)?
2) how do I install Cpanel on it?
3) in Linux server is there only commands or it is a visual too (like windows server 2003)?
