For the small business, you can go with VPS hosting. Further according to the requirements you can upgrade plans.

VPS hosting is less expensive than dedicated hosting. With dedicated hosting, you can set up your hosting server to have the processing power, storage and bandwidth you will require.

Consider dedicated hosting as your personal pc where you have all the resources dedicated to the application you deploy. It can be a single wordpress application. VPS aka Virtual private server sits on dedicated server to divide the resources of the server to separate user as a compartment for their applications.. I would prefer cloud hosting due to the benefit of PAY-AS-YOU-GO. Digital ocean is a famous cloud hosting provider and they are good in their service. Similarly AWS & Google also ace in cloud hosting. If you want these brands hosting, like managed then go for cloudways

          Hi,
A Virtual Private Server and a Dedicated Server have many differences. Which one is perfect for your business depends on specific criteria.
First, there is very little need for small to medium-sized businesses to bid the full scale of resources available on state-of-the-art bare element servers. If a company does not require all of these resources, there is no need to purchase a system that is completely out of extent. Growing companies with a constant stream of web traffic may find all of the strength they need in a VPS environment.

Dedicated server for a small business. Virtual solutions are competitively priced with more inexpensive resource requirements. In the SMB space, most of the competitors live in the VPS space. That makes prevents the same page concerning speed. The preponderance of dedicated servers is populated by globally recognized, enterprise-level companies.
Depending on your answers, you may want to modify your approach. Managed hosting has cost more than traditional hosting, but it can enhance your efficiency within the VPS environment to the level of a dedicated server. Although this is undoubtedly more obtainable on the more inexpensive end of the resource color, it is an aspect to consider
If you invest in a dedicated server, you will always pay for the same volume of resources. You may cease up wasting money if your needs degrade over time. I hope it is helpful to you.

In short, VPS hosting works on a virtual shared server, where you host your website alongside others; dedicated hosting, meanwhile, gives you your own server to work off. Flexible resource limits with the possibility of using other websites' resource on your server

VPS hosting is a relatively new form of web hosting which offers a middle ground between shared web hosting and dedicated server web hosting. VPS hosting provides its users with a virtual server operating system and full root access. VPS hosting can provide an individual with a lot of control and privacy over their server environment, however, it is not as isolated as a dedicated server. Since VPS hosting operates on the same server as other users, the resources are not as isolated from each other as they are with dedicated server hosting. The term, dedicated hosting is a marketing term used to describe a cloud hosting service (virtual server) managed by the hosting service and dedicated to a single client. The term Virtual Private Server (VPS) is more accurate, as it doesn't imply that the hardware is dedicated to the client's exclusive use (For virtualization related issues, please refer to this ).

For small businesses, you can use VPS hosting if you want to scale your business and make it more secure; then, you can go with a dedicated server. You don't have full root access in VPS hosting, whereas, in a dedicated server, you can get full root access.

In a dedicated server, you can get a choice of the control panel, Hardware components, mail server, and Operating system. A dedicated server gives you high security, high performance, 24/7 support, improvement in page load speed, and scalability.

There is no specific way to say which is better because both have good services and advantages; it depends on your use and budget. If you have a tight budget, you can use VPS hosting, and If you have resources, a dedicated server is the best choice.
