In my opinion you have to choose a good hosting provider for it. After than you can make this things.

Well servers are designed to run 24/7. The components in a server can usually handle higher stress. Servers are of higher specifications with very high memory size than a PC so a regular PC cannot perform well when used as a server.

I think you might be able to do something with Sleep mode (in Windows). I think there's a way in Device Manager to trigger a wake-up on network adapter activity.
