    Hi,
    Contact your web host server where your site resides, They may the one who banned not your own site. Let them know what realy happened and then give them your IP Address so that they'll unbanned you from your site and change your password right away once you can log in again to your account for your own security.

    As you mention in your above query, you are trying to access webmail with the incorrect login details too many time which causing the problem. In that case simply contact support tech or raise a ticket to support department and ask them to remove your local machine ip address from server firewall. Refer following URL to see your local machine ip

    What Is My IP Address - Shows Your IP Address

    Do not waste your time to check ip in phpmyadmin as your local machine ip is blocked in server firewall, you won't be able to access phpmyadmin.

    You have been banned from server's firewall where your site resides. Your IP can be unbanned by your host only. Please contact him and provide him your local machine IP address.

    You have not been banned by your own site. You have been banned from server's firewall where your site resides. Your IP can be unbanned by your host only. Please contact him and provide him your local machine IP address.

    Once you are unbanned, You need to login to your control panel and change the password of the email account for which you want to access webmail.
