There is a script in cPanel from which you can easily restart FTP services. You just need to execute below command via SSH:

/scripts/restartsrv_ftpserver

I had gone through the site. There are many alternatives to restart a FTP server from command prompt. These options may be specified at the command line, or to the command line interpreter. It requires that the FTP server support the PASV command. It should be necessary to follow a violation of the FTP protocol by the remote server , restart marker. These remote servers had the capability of handling situation. Please provide some more attachments for the detailed view.
