Can not get into the site due to Server Error in '/' Application Runtime Error

I bought the website with a Windows-based development package, and when I go to the page, they say I am supposed to administer my site. However, I see the following error. Is there anyone who can help me with this one?

I suggest you check for the error logs. In addition, it would help if you disabled custom errors to get actual errors that may help resolve the issue. Follow the steps to disable custom errors.

- Go to the web.config file.
- And search for <system.web>.
- Create the below tag:

<customErrors mode =”off”/>

Once you disable the custom errors, browse your domain again. Now you will see the actual causing errors, which can lead to issues.
